Why do the daily, weekly, and monthly readings differ?

All three are computed from the real sky, but they look at different things. Today reads which house the Moon crosses counted from your sign, its phase and its aspect to your Sun; this week reads the houses the Moon passes and the week's new, quarter and full moons; this month reads the house the Sun passes and the month's new and full moons. They also refresh at different times: midnight, Monday and the first of the month.

Why are the birth hour and place not asked for?

Here you get your sun sign plus your Venus and Mars signs, which a birth date alone can settle. The moon sign and ascendant of the moment you were born need a birth time and place, and neither is covered here. Venus and Mars move only about a degree a day, so the date is enough, and if you were born on a day one of them changed signs, the result says the neighbouring sign is possible. Tonight's Moon, which the daily reading uses, requires no birth time at all, so a birth date is enough.

It does. A sign is set by where the sun stood along the zodiac at your birth, so the solar date is the reference. Choose lunar and it is converted first, and since the two dates can sit nearly a month apart, landing on the neighbouring sign is common. If the result is not the sign you know, check the calendar setting first.
